The East Montgomery County Improvement District (EMCID) realizes that it can have a tremendous impact regarding the betterment of the community through funding various projects from local public agencies. The District receives and reviews funding requests twice a year, in March and September, for projects, programs and items which improve the quality of life, community image, health and safety, and general welfare of residents, employers, and consumers within East Montgomery County.
This application is due by September 15 at 5 p.m. Applications submitted past 5 p.m. on this date will be rejected.
GUIDELINES:
The following is a list of guidelines that must be followed for an application to be eligible for funding:
1. Grants are available for up to $5,000.
2. EMCID has the sole discretion in the award of each grant. EMCID will give higher priority to applications for projects which will best advance EMCID's purposes and goals.
3. Applicants are encouraged to match or supplement the amount of funds requested for the project. EMCID will give higher priority to those applications in which the applicant is providing funds to pay for a portion of the project that is the subject of the grant application.
4. Projects and/or the beneficiaries of projects to be funded by grants must be located and/or reside or serve persons residing within the boundaries of EMCID.
5. EMCID will generally consider applications for projects with “one-time” or "lump sum" costs. No grant will be approved for projects which require multiple payments or the funding of servicing costs incurred over time unless all costs associated with a project funded by a grant which exceeds the initial amount approved will be funded by the applicant. Evidence of the applicant's source of funds for such ongoing funding must be submitted with the application.
6. EMCID will not consider applications for projects that put a permanent structure on personal property.
7. EMCID will not consider applications requesting funds for scholarships.
8. Law enforcement agencies applying for funding must indicate in the application whether the project is eligible for funding through its seizure account, and if so, what the account balance is.
9. Projects which in the good faith judgment of the EMCID Board of Directors supplant or take the place of services or facilities with are or should be provided by Montgomery County, a city, school district, or any other governmental agency or political subdivision within EMCID will not be accepted.
REQUIREMENTS:
The following is a list of requirements for applicants and applications.
1. Applicant is ineligible for grants if it is not in compliance with or has failed to meet any requirement of any previously funded community grant or with the terms of or requirements in any grant agreements entered into in connection with such previous grant.
2. Applicant may submit no more than one application per grant cycle (September/March).
3. Applicant must have a representative attend the following meetings:
a. EMCID Board Grant Workshop (typically April/October) - the representative must present the applicant's grant application and be prepared to answer questions from the Board of Directors; and
b. EMCID Grant Award Board Meeting (typically May/November) - the representative must attend the Board of Directors meeting at which the Board votes to approve or reject the grant application and be prepared to answer questions from the Board.
Applicants who fail to attend these meetings shall have their grant application rejected. The decision as to whether to approve or decline an application shall be made by the Board of Directors of EMCID in its sole and arbitrary discretion. Decisions by the Board to grant or decline an application are final and not appealable.
4. Grant funds must be used within six (6) months of receiving funds. Any amounts not expended during such period must be returned to EMCID.
5. Applicant may not give its grant funds or assign the right to receive its grant funds to a third party.
