The East Montgomery County Improvement District (EMCID) realizes that it can have a tremendous impact regarding the betterment of the community through funding various projects from local community organizations. The District receives and reviews funding requests twice a year, in March and September, for projects, programs and items which improve the quality of life, community image, health and safety, and general welfare of residents, employers, and consumers within East Montgomery County.
This application is due by March 15 at 5 p.m. Applications submitted past 5 p.m. on this date will be rejected.
GUIDELINES:
The following is a list of guidelines for grant applicants that must be followed for an application to be eligible for funding.
1. Grants are available for up to $5,000.
2. EMCID has the sole discretion in the award of each grant. EMCID will give higher priority to applications for projects which will best advance EMCID's purposes and goals.
3. Applicants are encouraged to match or supplement the amount of funds requested for the project. EMCID will give higher priority to those applications in which the applicant is providing funds to pay for a portion of the project that is the subject of the grant application.
4. Projects and/or the beneficiaries of projects to be funded by grants must be located and/or reside or serve persons residing within the boundaries of EMCID.
5. EMCID will generally consider applications for projects with “one-time” or "lump sum" costs. No grant will be approved for projects which require multiple payments or the funding of servicing costs incurred over time unless all costs associated with a project funded by a grant which exceeds the initial amount approved will be funded by the applicant. Evidence of the applicant's source of funds for such ongoing funding must be submitted with the application.
6. EMCID will not consider applications for projects that put a permanent structure on personal property.
7. EMCID will not consider applications requesting funds for scholarships.
REQUIREMENTS:
The following is a list of requirements for applicants and applications.
1. Applicant is ineligible for grants if it is not in compliance with or has failed to meet any requirement of any previously funded community grant or with the terms of our requirements in any grant agreements entered into in connection with such previous grant.
2. Applicant must provide an IRS Determination Letter.
3. If the applicant is a school organization or for the benefit of a school within New Caney or Splendora ISDs and does not have an IRS Determination Letter that matches exactly the name of the applicant, only one applicant per high school attendance zone will be accepted. (Three zones within New Caney ISD, one zone within Splendora ISD.) If more than one is submitted, the applicant and Superintendent's Office will be notified. The Superintendent's Office must then submit a letter of recommendation for only one of the applicants no later than March 31, 2026. If more than one applicant from a single high school attendance zone is submitted and there is no letter of reccomendation from the superintendent, all applications will be rejected.
4. Applicant must submit a Disclosure of Interested Parties (Form 1295) with the application. See step-by-step INSTRUCTIONS.
5. Applicant may submit one application per grant cycle, but may only be awarded once per EMCID fiscal year (July - June).
6. Applicant must have a representative attend the following meetings:
a. EMCID Board Grant Workshop (typically April/October) - the representative must present the applicant's grant application and be prepared to answer questions from the Board of Directors; and
b. EMCID Grant Award Board Meeting (typically May/November) - the representative must attend the Board of Directors meeting at which the Board votes to approve or reject the grant application and be prepared to answer questions from the Board.
Applicants who fail to attend these meetings shall have their grant application rejected. The decision as to whether to approve or decline an application shall be made by the Board of Directors of EMCID in its sole and arbitrary discretion. Decisions by the Board to grant or decline an application are final and not appealable.
7. Application must contain at least two (2) quotes for all capital purchases described in the application and/or related to the use of the grant funds.
8. Grant funds must be used within six (6) months of receiving funds. Any amounts not expended during such period must be returned to EMCID.
9. Applicant may not give its grant funds or assign the right to receive its grant funds to a third party.
INSTRUCTIONS
Pursuant to Texas Government Code 2252.908, any non-government applicant is required to submit a Disclosure of Interested Parties form (Form 1295) through the Texas Ethics Commission website, located at https://www.ethics.state.tx.us/filinginfo/1295. 1. Contact the offices of Marks Richardson PC at (713)942-9922 to obtain a contract ID number. A new contract ID number must be obtained for every new grant application.
2. Using the contract ID number provided, fill out the information requested online at
https://www.ethics.state.tx.us/filinginfo/1295. You will be able to attach a copy of the form at the end of this online submission.
3. A copy of the IRS Determination Letter and a copy of the corporate resolution or letter from board president authorizing the filing of the application must be attached to this online submission.
4. Submit your application with all necessary documents by 5 p.m. on March 15. EMCID cannot consider any Community Development Grant application without prior receipt of the Disclosure of Interested Parties form.
